The Chamber of Deputies approved Draft Legislative Decree (PDL) 51/11, which contains the space science and technology cooperation agreement signed by Brazil and Venezuela in 2008. The text will be sent to the Senate.

According to the agreement, the areas in which the countries will initially promote joint activities are:

  • physical-territorial observation;
  • telecommunications;
  • space technologies;
  • public management of space data distribution; and
  • scientific-technical and space management

Additionally, other actions are planned, such as training and capacity-building programs for human resources with an emphasis on physical-territorial observation and its applications; exchange of scientists and technicians; and reception, processing, and use of images from existing and future satellites of both parties.

Specific projects

To implement the cooperation, both countries must sign specific projects, defining objectives, collaboration modalities, and expected results, as well as the resources to be borne by each country, investments, ownership, and protection of intellectual property rights.

The documents must also address confidentiality, technology transfer, budget, and technical-administrative monitoring.

Coordinating committee

On the Brazilian side, the Brazilian Space Agency (AEB) and, on the Venezuelan side, the Bolivarian Agency for Space Activities (ABAE) will be responsible for executing the exchanges.

When on a cooperation project in another country, personnel from each agency may not engage in any activity distinct from their functions or receive any remuneration outside those established without prior authorization from the competent authorities.

These agencies must form a coordinating committee responsible for promoting and regulating the agreement. The committee will be composed of three members, subject to prior approval by the parties.

This committee must define, by mutual agreement, the methodology, mechanism, and procedures for the development of activities; manage and promote the obtainment of financial resources and information linked to the projects; promote the transfer of results from joint projects; and promote the dissemination of cooperation results.
