Changsha Responds to Sports Bureau Official's Parking Space Dispute: Suspended from Duty
According to the "Changsha Release" WeChat public account, recently, Peng, a cadre of the Changsha Municipal Sports Bureau, occupied someone else's parking space, causing a dispute. In response, Changsha City attached great importance and established a joint investigation team composed of disciplinary inspection and supervision, public security, sports, and local subdistrict departments to carry out an investigation.
Based on the investigation, on July 11, the Changsha Municipal Sports Bureau decided to suspend Peng from duty, and the disciplinary inspection and supervision authorities have initiated verification and handling of related issues concerning Peng.
The specific notification is as follows:
I. Personal Information of Peng
Peng, female, born in August 1995. Registered residence: Group XX, Lei Feng Road Community, Gaotangling Street, Wangcheng District, Changsha City. Renting at Room XX, Commercial Building A, Defeng Community, Kaifu District, Changsha City. Work experience: From September 2017 to June 2019, served as a clerk in Jinghuapu Township People's Government, Ningxiang, Changsha City; from June 2019 to April 2023, served as a Level 1 Clerk in Jinghuapu Township People's Government, Ningxiang, Changsha City; in April 2023, was admitted to the Changsha Municipal Sports Bureau through an open selection exam for municipal direct organs; from April 2023 to April 2024, served as a Level 1 Clerk in the Industry Department of Changsha Municipal Sports Bureau; from April 2024 to September 2024, served as a Level 4 Principal Staff Member in the Industry Department; from September 2024 to present, serves as Deputy Director (township-section deputy level) of the Industry Department. After review, Peng's selection and appointment procedures were standardized, her qualifications met relevant regulations, and there was no irregular promotion. Both of Peng's parents are ordinary laid-off workers of Changsha city enterprises.
II. Basic Situation of the Dispute
At 21:40 on June 30, Peng drove a red Honda sedan and entered the underground parking lot through the west gate of the community's Area A checkpoint. At 21:45, Peng parked in spot XX (owner Min) on the negative first floor of Commercial Building A in the community and immediately returned home to rest.
At 3:00 on July 1, Min returned to the community and found his spot occupied, with no contact information left on the car. Min parked his SUV in front of the spot, blocking Peng's vehicle, and left the scene, while contacting the property management. He stated that he could come down to move the car before 4:00 a.m. The property management checked the system and found that the vehicle was a temporary car in the parking system, with a wrong phone number left, making it impossible to contact. The property management called the 12123 hotline for help and contacted the traffic police to send Peng a text message to move the car. By around 4:00 a.m., the property management had not seen Peng come down to move the car and received no response.
At around 9:00 on July 1, Peng saw the text message and went downstairs to move the car. Finding her car blocked, she immediately called the property management, who gave her the contact information of Min and his wife Duan. Peng called Min and his wife but neither answered. Peng then sent an apology text to Min's wife, Duan, saying she had to go out of town the next day and would only return to Changsha the day after.
At around 14:00 on July 1, the property management received a message from Min saying that the vehicle had been moved at 11:00 a.m. and asking the other party to move the car quickly. Subsequently, the property management contacted Peng, saying Min's car had left and asking her to move her car as soon as possible. Peng said she was at work and had to go on a business trip, returning the day after, so she could not move the car. At around 16:00, the property management again notified Peng to move the car. Peng said she was on a business trip and would be back the next afternoon (actually she was at work).
At around 18:00 on July 1, Min returned to the spot and found that Peng had not moved the car. He again parked his SUV in front of the spot, blocking Peng's vehicle, and contacted the property management, saying he would only consider moving the car after Peng apologized in person, and asked the property management to lock Peng's car.
At around 19:00 on July 1, the property management contacted Peng to move the car, otherwise they would lock it. They offered to accompany her to negotiate with Min. Peng said she was on a business trip out of town (actually she was resting at home).
At 21:47 on July 1, Peng contacted Lei (Peng's boyfriend, born August 1994, staff of Changsha Sports Training Competition Management Center). Lei drove to the community and parked his car in front of Min's car. At 21:58, Peng called the police. The police notified Min to arrive at the scene, and the two sides had a verbal altercation. After police mediation, Peng apologized in person and handed the car keys to the property management. The police asked Min to move his car, but Min said the keys were with his wife who had taken them out of town (later verified that his wife was at their own shop at the time). The police then referred the dispute to the community for handling.
At 10:17 on July 2, as the car was still blocked, Peng called the police again. The police contacted Min and the property management to arrive at the scene. Since Peng was at work and did not come, Min refused to move the car and claimed he would block her vehicle for 7 days. At 14:00 on July 2, Min installed a concrete post on his parking spot. At 20:00 on July 3, he added a U-shaped tube to block Peng's car.
III. Mediation of the Dispute
First mediation: At 15:00 on July 2, Donghua Community and Defeng Community property management organized mediation. During the session, Peng did not attend; her parents apologized in person to Min on her behalf. Min said he did not accept and demanded that Peng and her boyfriend Lei attend and apologize in person. This mediation failed.
Second mediation: At 16:00 on July 3, Xiufeng Police Station and Donghua Community organized mediation again. Only Peng's parents attended. The police contacted Min by phone, but Min said he was busy in his shop and refused to attend, stating he would only have time for mediation on July 8.
Third mediation: At 11:00 on July 6, Peng reported to Xiufeng Police Station hoping for a quick mediation. During communication with Min, he said he wanted to first express his situation and demands alone. At around 19:00 that evening, Xiufeng Police Station, Donghua Community, and Defeng Community property management jointly received Min. Min expressed willingness to coordinate with Peng, but insisted that Peng and her boyfriend Lei must be present.
Fourth mediation: At around 15:00 on July 7, Xiufeng Subdistrict, the Peace and Legal Affairs Office, the police station, the judicial office, Donghua Community, and the Municipal Sports Bureau organized mediation. During the session, Peng again verbally apologized to Min in person. Because Peng's boyfriend Lei was not present, Min said he was unwilling to accept the mediation. At around 19:00 that evening, after multiple persuasion efforts, Min agreed to first remove the U-shaped tube to allow Peng's red Honda to leave the spot. At the same time, Min proposed that Peng should apologize in writing and video form, and demanded that Peng's boyfriend Lei compensate 50,000 yuan to donate to disaster areas in Guangxi.
Fifth mediation: At 16:00 on July 8, the Changsha Municipal Sports Bureau, Kaifu Public Security Bureau, and Xiufeng Subdistrict led the mediation. By 2:00 a.m. on July 9, the two sides had not reached an agreement.
Sixth mediation: At 16:00 on July 10, the Changsha Municipal Sports Bureau and relevant local leaders respectively mediated the two sides. At 18:00, the two sides reached a settlement: Peng apologized to Min in person and in writing, and provided compensation.
IV. Outcome
Based on the investigation, on July 11, the Changsha Municipal Sports Bureau decided to suspend Peng from duty, and the disciplinary inspection and supervision authorities have initiated verification and handling of related issues concerning Peng. Next, the Changsha Municipal Sports Bureau will take a serious warning, learn from this incident, strengthen the education and management of the cadre team, and thank the community and news media for their supervision and assistance.
