China Issues New Guidelines for Minor's Ideology and Behavior Education

China's Supreme People's Court, Ministry of Education, Communist Youth League, and All-China Women's Federation jointly issued guidelines focusing on 12 key points to prevent ideological and behavioral deviations among minors.

In order to implement the Law on the Protection of Minors and the Law on the Prevention of Juvenile Delinquency, fulfill the fundamental task of fostering virtue, improve the home-school-society collaborative education system, and prevent and correct ideological and behavioral deviations of minors from the source, the Supreme People's Court, the Ministry of Education, the Central Committee of the Communist Youth League, and the All-China Women's Federation have recently jointly issued the "Guidelines for Strengthening the Education and Guidance of Minors' Ideology and Behavior Using Cases as Lessons" (hereinafter referred to as the "Guidelines").

The Guidelines focus on the risks and hidden dangers in the growth process of minors and specify 12 key points for carrying out education and guidance work: strengthening the concept of the rule of law and clarifying behavioral boundaries; cultivating empathy and fostering noble moral sentiments; preventing the mentality of gaining without effort and strengthening rule awareness; establishing a correct consumption concept and advocating diligence and thrift; adhering to the bottom line of friendship and advocating choosing good friends; preventing distorted "cool" psychology and enhancing inner cultivation; correcting excessive "face-saving" mentality and abandoning vanity; cultivating healthy sexual concepts and strengthening self-restraint; relieving negative emotions and paying attention to mental health; improving conflict resolution abilities and avoiding impulsive behavior; resisting internet addiction and adhering to scientific and civilized internet use; staying away from drugs and psychotropic substances and cherishing life and health.

According to reports, minors' mental development is not yet mature, and they have strong plasticity. Based on the problems reflected in juvenile delinquency cases, it is of great practical significance to strengthen education and guidance for minors in terms of legal awareness, ideology, behavior habits, and mental health, in order to cultivate and practice socialist core values, protect the healthy growth of minors, and prevent crimes.

At the same time, the "Legal Protection of the Future - Youth Rule of Law and Home-School Education Classroom" jointly created by the Supreme People's Court, the Ministry of Education, the Central Committee of the Communist Youth League, and the All-China Women's Federation was launched on the Tencent platform on International Children's Day. The four departments combined their responsibilities for the protection of minors, coordinated efforts, complemented each other's strengths, and focused on building an authoritative, innovative, widely covered, and continuously operating legal education brand project to serve the knowledge needs of young people's healthy growth.

Different from the previous single "preaching" legal education, the platform includes seven columns: Judge Classroom, Micro-video, Youth Legal Education, Family Education Guidance, Youth Self-protection Education, Legal Awareness Activities, and Interactive Q&A, realizing the transition from traditional offline preaching to digital, intelligent, and normalized education.

Among them, the Judge Classroom column invites judges to explain the law with cases and explain the knowledge of minor protection in various forms; the Micro-video column focuses on hot issues such as cyber violence and school bullying, integrating legal knowledge into short videos, micro-movies, and micro-dramas, allowing young people to "follow the drama and learn the law, entertaining and educating"; the Youth Self-protection Education column uses "Youth Micro-courses" as a carrier to explain the response methods to various dangerous scenarios and online traps, helping young people master protective skills and comprehensively improve their safety self-protection literacy.
