China Prosecutes 42,000 for Child Sexual Abuse in Crackdown

Chinese prosecutors pursued charges against 42,000 individuals for child sexual abuse last year, maintaining a high-pressure enforcement campaign.

Last year, 42,000 people were prosecuted for crimes such as rape and child molestation, maintaining a high-pressure crackdown. On May 28, the Hunan Provincial People's Procuratorate held a press conference on juvenile prosecution work. Deputy Procurator General Zhang Xiaohua reported on the specific situation of the province's juvenile prosecution work over the past year.

The press conference revealed that the province's procuratorial organs adhered to the principle of 'handling each case with high quality and efficiency' and maintained a high-pressure crackdown on crimes against minors. Last year, the province's procuratorial organs deeply advanced the 'Sword to Protect Buds' special action, arresting 2,998 people for crimes against minors and prosecuting 3,711. For cases with cruel methods and egregious circumstances, the procuratorial organs resolutely pursued strict punishment according to law. For example, in a case handled by a city procuratorate where a person surnamed Li used social platforms to fabricate identities to commit child molestation, forcible indecency, and produce, sell, and disseminate obscene items for profit, the procuratorial organ recommended a heavier punishment, and Li was ultimately sentenced to 14 years and six months in prison.

In terms of strengthening legal supervision and coordination, the provincial procuratorate, led by the Provincial Political and Legal Affairs Committee, jointly issued the 'Guidelines for Preventing and Handling Sexual Assault Cases against Minors (Trial)' with 17 units, and organized the drafting of the 'Guidelines for Handling Sexual Assault Crimes against Minors,' promoting the formation of a full-chain crackdown synergy.

In terms of victim protection, the province strictly implemented the 'one-stop' case-handling mechanism to minimize secondary harm to minors. The province distributed 1.5721 million yuan in relief funds, provided psychological counseling to 795 person-times, and implemented assistance such as skills training and employment placement in 20 cases.

In terms of education and rescue of minor offenders, the province adhered to the principle of combining leniency with severity. For minor offenders with deep subjective malignancy, egregious conduct, and serious harm, the policy of 'leniency without indulgence' was implemented, with strict punishment according to law, and 723 people were prosecuted throughout the year. For minors with minor circumstances and sincere repentance, comprehensive education and rescue were carried out, and conditional non-prosecution was applied according to law. The province legally sent 132 minors with serious misbehavior or who had committed crimes but were under the age of criminal responsibility to special schools, and set up procuratorial workstations and assigned legal vice principals in these schools.
