Forsvarsbygg is not well enough organized for crisis and war, according to an internal report seen by Teknisk Ukeblad.

Forsvarsbygg is responsible for property, buildings, and infrastructure in the defense sector. The agency is supposed to meet the Armed Forces' needs in peace, crisis, and war.

"However, the current structure is largely optimized for efficient peacetime operations, and appears to have limited capacity for rapid adaptation during crisis and war," the report states, writes Teknisk Ukeblad (TU).

According to the report, the current structure and pace are not adapted to the needs in crisis and war situations. It points to long-standing peacetime practices, lack of clarity in roles and processes in crisis and war, and fragmented management. The report also notes varying trust and inadequate cooperation between Forsvarsbygg and the Armed Forces.

Acting director Camilla Mathiesen in Forsvarsbygg has not wished to be interviewed and refers to the document being classified.

"Forsvarsbygg has initiated and worked on various improvement measures since autumn 2025. As part of several steps, we have conducted an analysis of the current situation in Forsvarsbygg. The purpose is precisely to identify effective and appropriate improvement measures. This is an ongoing internal effort," writes spokesperson Åsmund V. Sjursen in Forsvarsbygg in an email to TU.
