Financing Climate Resilience in India

Adaptation and resilience (A&R) finance is at an early but accelerating stage of development across India and comparable emerging markets and developing economies (EMDEs). Policy intent is strong and institutional engagement is growing, but bankable pipelines, standardised definitions and scalable financing models remain underdeveloped. This report presents a landscape assessment of the India A&R finance market, alongside comparative highlights from four EMDE markets: Brazil, Indonesia, South Africa and Colombia, with China referenced for comparative purposes given the scale and maturity of its green bond market. The analysis draws on desk-based policy and market research, complemented by semi-structured interviews and engagement across the Indian A&R ecosystem, and comparative policy mapping across the selected EMDE markets.
