Juan Carlos Mas’ firm seeks rezoning for 162-acre project in Miami-Dade
Development would include 190 workforce apartments, 1.6M square feet of industrial space
A Mas brother is pushing to rezone 162 acres of land outside of Miami Gardens for a massive mixed-use development with affordable housing, retail and industrial space.
Landmark QOZB Construction LLC, an entity tied to Juan Carlos Mas of Coral Gables-based MAS AJP, filed an application with county officials to rezone the site at 20000 Northwest 47th Avenue from agricultural to BU-2 and industrial, the South Florida Business Journal reported. The BU-2 zoning district allows for large-scale commercial developments, according to Miami-Dade County.
The site plan calls for 190 workforce apartments, 1.6 million square feet of industrial space and 24,000 square feet of commercial space. The plan also includes a 9.2-acre recreation parcel with a 36,550-square-foot community center and outdoor sports courts, the outlet said. His House Children’s Home, a foster care facility on the site, would continue to operate.
The development would also have 14.7 acres of linear parks, 11.6 acres of wetlands and 8.1 acres of reserved habitat. The wetlands and reserved habitat would separate the development and the North Dade Landfill, the outlet said.
The workforce housing would occupy an eight-story, 98,800-square-foot building. Units would include one studio, 46 one-bedrooms, 16 one-bedrooms with dens and 32 two-bedrooms ranging from 480 to 940 square feet. They would be available to people making up to 120 percent of the area median income, which is $97,600, according to Fannie Mae.
The project would also have five warehouses ranging from 104,400 square feet to 743,400 square feet.
MAS AJP, led by Mas and Alberto Perez, currently leases the land from Miami-Dade County. The project first went before the county in 2024, when Mas proposed a $500 million mixed-use project on the site as a lease transfer. At the time, 13 Pista LLC held the lease, according to the South Florida Business Journal.
MAS AJP is behind other projects in Miami-Dade County, including a development in the Naranja neighborhood. That project includes 293 row houses, a 2,100-square-foot meeting hall and a 5,500-square foot community center with outdoor spaces, The Real Deal previously reported.
Mas’ brothers, Jorge Mas and Jose Mas, are also owners of the Major League Soccer franchise Inter Miami CF. Jose is also the CEO of MasTec, while Jorge is chairman of the board.
