Nonprofit organizations are heading to federal court to recover millions of dollars in canceled EPA grant funding aimed at bolstering nationwide access to rooftop solar and cutting energy costs.

New complaints filed this week by nonprofits in the Court of Federal Claims are the latest legal efforts to challenge EPA’s decision to end a program meant to broaden access to renewable energy for low- and moderate-income households. The Trump administration canceled the $7 billion Solar for All program in August 2025, ending 60 grants for states and nonprofits.

“American families are facing alarmingly high energy costs, which the Solar for All program was designed to address by lowering energy costs for hard-working Americans and by growing manufacturing jobs to foster a thriving, home-grown solar industry,” said Kerry O’Neill, CEO of Inclusive Prosperity Capital, one of the grant recipients.

The group filed Monday in the Court of Federal Claims. Inclusive Prosperity Capital had planned to use the EPA funding in 46 states, as well as Washington and Puerto Rico. The nonprofits Growth Opportunity Partners and the Center for Rural Affairs filed similar claims against EPA in May and June, respectively.
