TCC Notification Groups Authorized to Detain AWOL Soldiers

TCC notification groups, which include police, have the legal right to detain soldiers who are absent without leave (AWOL) and hand them over to military law enforcement, according to lawyers.

TCC Notification Group Has the Right to Detain AWOL Soldiers

In the process of general mobilization, the TCC notification group has the right not only to serve summons but also to detain violators. Lawyers explained that notification group members can detain even servicemen in AWOL (unauthorized absence). Such persons are handed over to the military law enforcement service.

The process of general mobilization is handled by territorial centers of recruitment. This system replaced the Soviet-style military commissariats before the full-scale war.

Since the beginning of 2024, TCC notification groups have been directly responsible for notifying the population in public places. These groups include not only servicemen serving in territorial recruitment centers.

TCC notification groups must also include representatives of the National Police of Ukraine. They are needed, in particular, to detain violators of military registration.

Detention of an AWOL Soldier

A citizen who was mobilized into the Armed Forces of Ukraine contacted lawyers. The man admitted that he had committed unauthorized absence from a military unit.

The citizen asked what problems he might face when meeting a TCC notification group, in particular, whether members of this group could detain him.

Lawyer Vladyslav Deriy emphasized: “When meeting with the TCC, you will be detained and sent to the military law enforcement service. If you refuse to perform military service, you will face criminal liability.

TCC notification groups have the right to detain violators not only in the status of military liable but also recruits. However, in practice, this happens very rarely. The reason is that recruits are almost never put on a wanted list.

The TCC notification group must accept a printout of an electronic military registration document as a legal document. But in practice, the situation is more complicated. Therefore, it is better to have a smartphone with the working “Reserve+” app.
