Upon the invitation of French President Emmanuel Macron, General Secretary of the Communist Party of Vietnam Central Committee and President of the Socialist Republic of Vietnam To Lam paid an official visit to France from September 10-11, 2026. On this occasion, General Secretary and President To Lam attended the Space Summit held in Paris.

This is the third meeting between the two leaders in nearly two years and is a testament to the dynamism of bilateral relations and the importance that Vietnam and France place on the full implementation of the comprehensive strategic partnership framework, which was upgraded during General Secretary and President To Lam's visit to France (October 2024).

The exchanges between the two leaders affirmed the high level of trust and the many similarities in viewpoints and interests between the two countries in the areas of sovereignty, sustainable economic development, and the promotion of multilateralism.

In the spirit of the speeches at the Shangri-La Dialogue by French President Emmanuel Macron in May 2025 and by General Secretary and President To Lam in May 2026, Vietnam and France wish to cooperate with partners from the European Union and ASEAN, as well as with other close partners in Europe and Asia, to defend the principles of an open international trade and a rules-based international order, opposing power politics and all forms of threat or use of force contrary to international law. To strengthen the resilience of their societies, the two leaders called for joint efforts to foster a spirit of independence and goodwill for cooperation. This forms the foundation for the 2026-2028 Action Plan to implement the Comprehensive Strategic Partnership framework between Vietnam and France, which was warmly welcomed and adopted by the two leaders.

Strengthening the Comprehensive Strategic Partnership on the International Stage

In a world of profound instability, increasing crises, and challenges to the fundamental principles of international law, Vietnam and France reaffirm their commitment to act together to restore a stable and prosperous world order, fully respecting international law and the United Nations Charter. This is essential to help the two countries address the three global crises we face: climate change, biodiversity loss, and the fight against pollution; while ensuring global health protection and overcoming the challenges of sustainable development. The two countries also reaffirm the importance of promoting and protecting human rights and fundamental freedoms for the development of each nation.

Vietnam and France both emphasize the essential role of the United Nations in the international structure, while recognizing the need to reform its institutions. The two leaders support the UN Secretary-General's UN80 initiative. Vietnam supports the initiative of France and Mexico to adjust the veto power in the UN Security Council concerning mass atrocities.

The two sides also commit to strengthening consultations and coordination in regional forums, supporting enhanced cooperation between ASEAN and the EU. France welcomes the establishment of the Comprehensive Strategic Partnership between the European Union and Vietnam in January 2026. Vietnam supports France in strengthening its relations with ASEAN, appreciates the progress in the ASEAN-France Development Partnership, and supports France's proposal to become an ASEAN sectoral dialogue partner. Vietnam and France support enhanced cooperation between the European Union and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), which Vietnam chairs in 2026.

The two leaders also affirmed their desire to strengthen cooperation within the framework of the Organisation Internationale de la Francophonie, based on shared ties to the French language and in the context of the 20th Francophonie Summit to be held in Phnom Penh in November 2026. The two leaders welcomed the fact that this important event is being hosted in Asia for the second time since the Summit in Hanoi in 1997, and expressed their hope that the Summit will help spread the fourth most spoken language in the world in the region, promising many opportunities for cultural and economic cooperation. The two sides commit to promoting cooperation within the Francophonie community, including in education-training and science-technology. Vietnam and France reaffirm the importance of maintaining peace, security, and stability in the South China Sea and full respect for the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

The two countries emphasize that UNCLOS establishes a comprehensive legal framework for all activities at sea and in the oceans; support the principle of peaceful settlement of disputes; firmly oppose any act of threat or use of force contrary to international law; and reaffirm the importance of maintaining peace, stability, security, safety, freedom of navigation, overflight, unimpeded commerce, and the right of innocent passage in the South China Sea and worldwide. The two countries support regional efforts to establish an effective, substantive Code of Conduct (COC) in accordance with international law, particularly the UN Convention on the Law of the Sea.

Vietnam and France call on the parties concerned to promptly engage in negotiations to end the hostilities and achieve a comprehensive, just, and lasting peace in Ukraine, in accordance with international law and based on the fundamental principles of the United Nations Charter. Vietnam and France reaffirm their readiness to participate in international efforts and coordinate closely with relevant parties to promote dialogue and seek peaceful solutions to end the current conflict and rebuild Ukraine.

Vietnam and France reaffirm the essential importance of respecting the political independence, territorial integrity, and sovereignty of all nations.

The leaders of the two countries expressed deep concern about the extremely worrying situation in the Near and Middle East. The two leaders called on all parties to de-escalate, exercise restraint, and move towards a diplomatic solution to the ongoing conflicts.

The two leaders reaffirmed their commitment to freedom of navigation in international straits worldwide, calling for the restoration of safe, continuous, and unimpeded passage of vessels and aircraft through the Strait of Hormuz, in accordance with international law, as reflected in UNCLOS. France reiterated the Franco-British initiative on freedom of navigation in the Strait of Hormuz, in which Vietnam participated in the launch meeting.

Vietnam and France express concern about the situation in Gaza, Jerusalem, the West Bank, and other conflict hotspots in the Middle East, reiterating their commitment to a Two-State solution, the only viable option to meet the legitimate aspirations for peace and security of both Palestinians and Israelis. The two leaders called on the parties to immediately cease escalating actions, seriously implement the achieved ceasefires, and establish long-term ceasefires to facilitate a diplomatic solution in Gaza, Lebanon, and hotspots in the Middle East; respecting international law, the UN Charter, including the principle of respecting the sovereignty and territorial integrity of nations, for the sake of regional and global peace and stability.

Strengthening the Comprehensive Strategic Partnership through Specific and Structural Bilateral Projects

In the context of a global economic restructuring, the two leaders once again affirmed their determination to develop reliable and mutually beneficial economic partnerships, enhance resilience in supply chains, and promote sustainable investment activities in strategic sectors, thereby contributing to peace, stability, and development in the region and global economic security. The two leaders welcomed the organization of the Vietnam-France Business Leaders Forum, which they both attended, and emphasized the following priorities:

1/ Vietnam and France will strengthen cooperation in defense, with a priority on defense industry and defense technology cooperation in line with the needs and interests of each party. To enable Vietnam to achieve self-reliance in this field, the two leaders encourage the relevant authorities and enterprises of both countries to accelerate the cooperation process. Vietnam and France welcome enhanced cooperation in peacekeeping activities as well as in the sharing of historical memories and war experiences.

2/ Vietnam and France support promoting security, cooperation, and training in combating organized and transnational crime, illegal immigration and emigration, human trafficking, and in the implementation of the UN Convention against Cybercrime signed in Hanoi in October 2025. The two countries welcome cooperation in the civil security industry, particularly by coordinating efforts to enhance operational capabilities in the air. The two sides commit to increasing information exchange in crime prevention and developing cooperation in civil defense, especially within the framework of the European Union's Global Ports Safety (GPS) project.

3/ The two sides welcome enhanced cooperation in the legal and judicial fields, particularly between the French Court of Auditors and the Vietnamese Ministry of Justice.

4/ Vietnam and France support strengthening cooperation in trade, establishing an international environment conducive to common prosperity. The two sides commit to fully implementing the Free Trade Agreement between Vietnam and the European Union (EVFTA), including market access and intellectual property protection for balanced trade exchanges. Vietnam welcomes France's progress in the ratification of the Vietnam-EU Investment Protection Agreement (EVIPA), expected to be completed this year.

The two sides will continue to cooperate closely in the fisheries sector, with France continuing to provide technical assistance to Vietnam in combating illegal, unreported, and unregulated (IUU) fishing and developing sustainable fisheries.

5/ Continue to promote cooperation in science and technology, a pillar of cooperation between the two countries within the framework of implementing the Comprehensive Strategic Partnership Action Plan, especially through training and developing joint research programs; investing in research infrastructure and encouraging cooperation with the private sector in areas of common interest identified in this action plan, starting with artificial intelligence, semiconductors, quantum computing, digital technology, biotechnology, energy and marine technology, and smart transportation.

6/ Vietnam and France welcome the success of the Space Summit held in Paris on September 9-10, 2026. The two countries express their intention to cooperate on the project to supply and launch the VNREDSat-2 observation satellite, a project supported by France through the mobilization of French financial instruments.

7/ The two sides welcome the signing of the Memorandum of Understanding on Critical Minerals, as well as the implementation of this cooperation, which is further detailed through a Tripartite Agreement on sustainable mineral resource management and enhanced geological knowledge in Vietnam between the French Geological Survey (BRGM), the French Development Agency (AFD), and the General Department of Geology and Minerals of Vietnam.

8/ Enhance exchanges between the relevant authorities and enterprises of the two countries to support Vietnam in developing strategic infrastructure in the energy and transportation network sectors, especially railways and urban transport. The two leaders particularly welcome the signing of a memorandum of understanding between the Ministry of Construction of Vietnam and Systra for the renovation of the Hanoi-Hai Phong railway line, a project that France will support. The two leaders express their pleasure at the increased dialogue between French and Vietnamese enterprises in the railway transport sector and the memorandum of understanding between the Hanoi People's Committee, the French Development Agency (AFD), and the University of Transport and Communications on the establishment of a Railway Technology University.

9/ The two sides welcome the continued promotion of the strategic partnership framework in civil aviation, along with the signing and announcement of several major contracts between French and Vietnamese enterprises.

10/ Based on the Vietnam-France Comprehensive Strategic Partnership, leveraging France's experience and strengths in the energy sector, while inheriting and continuing the positive cooperation results achieved in recent times, the two sides will continue to cooperate in this field. In the field of nuclear energy for peaceful purposes, this cooperation will focus particularly on evaluating opportunities related to the development of nuclear energy for electricity generation, research and application of advanced nuclear technology, ensuring nuclear safety and security, as well as training and human resource development. Vietnam and France will also strengthen cooperation in energy infrastructure development and technical cooperation to modernize the operation of the power system and electricity market, and enhance the integration of renewable energy sources.

11/ The two sides support enhanced cooperation in the health sector through, at the bilateral level, the signing of a new Agreement between the two Governments and at the multilateral level, continued cooperation in multilateral forums, serving the One Health approach.

12/ The two leaders called for continued efforts to address the three crises of climate change, biodiversity loss, and pollution, especially plastic pollution. The two leaders reaffirmed their commitment to achieving the goals of the Paris Agreement, by announcing ambitious Nationally Determined Contributions (NDCs) and fulfilling commitments to phase out fossil fuels, electrify with low-carbon energy, develop low-emission and zero-emission energy sources to gradually achieve carbon neutrality by 2050, while ensuring national energy security and sustainable development goals in line with the best available scientific knowledge from the Intergovernmental Panel on Climate Change (IPCC).

The two countries recalled the conclusions of the first Global Stocktake of the Paris Agreement adopted at COP28, particularly on the roadmap for phasing out fossil fuels in line with the conditions, circumstances, development levels, and national energy security requirements of each country.

France welcomes Vietnam's ambitious goals of achieving net-zero emissions and striving to phase out coal for electricity generation by 2050. With this goal, Vietnam welcomes France's continued strong and more decisive implementation of its commitments within the framework of the Just Energy Transition Partnership (JETP).

13/ Regarding nature conservation and biodiversity, the two sides reaffirm their commitment to implementing and achieving the goals of the Kunming-Montreal Global Biodiversity Framework. The two countries recognize the importance of conserving and sustainably managing the Ocean to achieve sustainable development goals. The two sides welcome the entry into force of the Agreement on the Conservation and Sustainable Use of Marine Biological Diversity of Areas Beyond National Jurisdiction (BBNJ) and note that the first Conference of the Parties to the BBNJ Agreement (COP1), scheduled for January 2027, will provide an important basis for the implementation of this Agreement.

Vietnam and France welcome the organization of the World Deltas Summit on the sidelines of the UN Ocean Conference and affirm their desire to continue promoting cross-border cooperation on the Mekong River. France is ready to support Vietnam in ratifying the Water Convention, related to cooperation in transboundary river basins.

14/ Promote people-to-people exchanges by facilitating cooperation in cultural fields, especially the preservation and promotion of heritage values, artistic exchanges, and cultural industries, as well as in sports, science, and innovation, particularly through student exchange programs, young researchers, including doctoral and post-doctoral candidates within the framework of the new Hubert Curien Joint Program (PHC Hoa Sen Lotus). The two sides commit to continuing the effective implementation of signed cooperation documents on education and training, especially to support the teaching of French in Vietnam.

Within this framework, France welcomes the prospect of the Hanoi University of Science and Technology (USTH) relocating to its new campus in Hoa Lac in 2028, which will allow the university to continue its rapid development to become an excellent academic center in the region.

The two leaders welcomed France's return of an Đông Sơn bronze drum to Vietnamese authorities within the framework of the two sides' commitment to combating illicit trafficking of cultural property.
