Strengthening the 'Think Tank' to Activate New Impetus for Supervision
"In the past, reviewing the fiscal budget often only gave a 'rough idea'; now with the involvement of financial experts, we can clearly see whether each expenditure is standardized and whether each project's performance is reasonable." On June 29, at a government investment project audit site organized by the Yucheng County People's Congress Standing Committee, member Zhu Shengli said with deep feeling. Behind this change is the continuous efforts of the Yucheng County People's Congress Standing Committee in recent years to build a legal and policy advisory expert database.
In response to practical problems in people's congress supervision work, such as "strong professionalism, many part-time representatives, and insufficient precision," the Yucheng County People's Congress Standing Committee adhered to a problem-oriented approach, broke down identity barriers, and innovatively established a full-chain expert database working mechanism of "selection, utilization, and cultivation," deeply embedding professional forces into the entire supervision process, injecting strong "professional momentum" into the county's people's congress performing their duties according to law.
Selecting Without Restrictions
Gathering talents from all over the world and using them. Talent is the foundation of a think tank. The Yucheng County People's Congress Standing Committee abandoned the concept of "only identity and establishment" and looked across all industries in the county, focusing on discovering talents in fields such as social culture, agriculture and rural areas, commerce, infrastructure, law and discipline. The selection process adhered to open and merit-based principles, combining departmental recommendations with social self-recommendations to include 60 professional backbone personnel from within the system, industry elites from outside the system, and even folk technical experts into the "reservoir."
To ensure the database talent is "always fresh and ready," the county established an annual dynamic adjustment mechanism. At the end of each year, the county's Legal Work Committee conducts a comprehensive assessment of expert performance, promptly removes those who are incompetent, and simultaneously supplements urgently needed professionals, ensuring the professionalism and stability of the expert team.
Full-Chain Utilization
Transforming from "skimming the surface" to "precise diagnosis." "Experts are not just 'external brains'; they are participants in the entire cycle of people's congress supervision," introduced Jiang Weidong, deputy director of the Yucheng County People's Congress Standing Committee. The county's people's congress has repeatedly changed the previous model of "temporary assignment" and promoted expert participation in closed-loop supervision before, during, and after the fact.
Before supervision, during the formulation of supervision plans, experts are invited to intervene early to "take the pulse," optimizing inspection checklists around policies, regulations, and industry pain points to ensure targeted supervision. During supervision, in law enforcement inspections or research visits, experts accompany the inspection team to the front line, using professional technical means to directly identify deep-seated problems such as non-standard funds and non-compliant projects. After supervision, when drafting review opinions and problem lists, expert opinions must be sought to check the professionalism and legality of the report, ensuring that the supervision opinions of the people's congress are "standable and implementable."
Comprehensive Cultivation
Enabling experts to "understand the people's congress and be good at making suggestions." To help experts quickly adapt to their roles, the Yucheng County People's Congress Standing Committee includes expert training in the annual plan. By holding法治 lectures, inviting experts to attend standing committee meetings, and conducting case analysis, they help experts become familiar with the rules of procedure and work processes of the people's congress, achieving an organic combination of "understanding the profession" and "understanding the people's congress."
At the same time, a positive incentive mechanism has been established and improved. By establishing performance records and conducting annual assessments, experts who perform well are publicly commended, and labor guarantees are implemented according to regulations, effectively stimulating the enthusiasm of experts and creating a good atmosphere of "actively making suggestions and scientifically offering advice."
It is reported that since the standardized operation of the expert database, the Yucheng County People's Congress Standing Committee has relied on expert strength to put forward more than 130 opinions and suggestions, promoting the implementation of a number of practical matters concerning people's livelihood, such as the rectification of agricultural-related projects, optimization of urban construction projects, and allocation of educational resources. They participated in five legislative research projects, and six opinions submitted were officially adopted by the Shangqiu City People's Congress Standing Committee, effectively promoting the transformation of people's congress supervision from "procedural" to "substantive."
It is reported that the county will continue to deepen the construction of the expert database, explore the introduction of emerging industry talents, expand expert participation in new fields such as the filing and review of normative documents, and promote the high-quality development of the county's people's congress work with a high-level think tank construction.
