On June 18, the "National Recruitment Action · Beijing Edition" college youth employment service event was launched in Beijing. The event is based in the capital, serves the whole country, and closely follows the four major directions of high-quality employment in Beijing: industrial synergy, skills improvement, service quality enhancement, and rights protection. With the core concept of "Beijing's Splendid Sailing, National Recruitment for Dreams," it focused on the capital's industrial development and talent needs, comprehensively showcasing the "Beijing Expression" of high-quality matching of talent resources and job positions, providing a "capital paradigm" for building an employment-friendly development approach.
Capital Practice: Building a Foundation with Industry and Policies to Create a "Beijing Solution"
As the main venue for employment absorption, what role should cities play under the requirement of building an "employment-friendly development approach"? How to reshape the resonance between youth and urban development within the city?
In August 2025, the Beijing Municipal Party Committee and Government issued the "Implementation Opinions on Promoting High-Quality and Full Employment," clarifying the overall goal of "building a leading zone for high-quality and full employment." It requires that when deploying major industries and determining major projects, job creation and unemployment risk assessments be conducted simultaneously. At the event site, representatives from Haidian District, Changping District, and the Beijing Economic-Technological Development Area took turns delivering policy briefings, presenting their respective "talent attraction toolkits."

"Towards innovation and the future, Haidian sincerely welcomes you!" The Haidian District official, in his briefing, vividly described Haidian as a "big university," depicting the full-chain policy system built on the core position of the Beijing International Science and Technology Innovation Center and rich educational resources. He stated that Haidian has an industrial ecosystem built by 263 listed companies, 54 unicorn enterprises, and nearly 10,000 national high-tech enterprises, providing not only youth apartments, housing subsidies, and settlement channels but also supporting startups with up to 1 million yuan in computing power support for concept verification for teachers and students, up to 2 million yuan in model coupon subsidies for OPC entrepreneurs, and laying out tracks with 30 billion yuan in industrial funds.
The Changping District official extended a warm invitation to young people: "Youth meets a flourishing era, and it's time to strive! We sincerely welcome young students to take root in Changping and bloom your youth on this fertile land!" Focusing on three leading industries—pharmaceutical health, advanced energy, and advanced manufacturing—Changping has proactively laid out future industries such as brain-computer interfaces and synthetic biology, gathering a large number of leading frontier enterprises and science and innovation platforms, providing diverse high-quality employment tracks and settlement opportunities for graduates. To empower youth growth, the district has deeply implemented talent plans such as "Xingdou," "Yuyan," "Qiji," and "Yuntai," as well as the "Changju Project." It invests hundreds of millions of yuan in special funds annually and has introduced "youth-friendly" policies covering living subsidies, interest-free loans, and youth entrepreneurship competitions, fully supporting youth to live and work in peace and pursue their dreams.

The Economic-Technological Development Area official also opened his arms: "Beijing Yizhuang is an excellent choice for young people to grow and develop. Focusing on sufficient job positions released by leading industries such as next-generation information technology, high-end automobiles, and new energy intelligent vehicles, the Development Area focused on promoting the full-chain talent policy of "Talent Ten Articles 2.0+" and implemented the "733" youth housing system: "7 days of free accommodation for job seekers, 3 months of free short-term rental for interns, and 3 years of preferential long-term rental for employed." At the same time, relying on prestigious schools like the High School Affiliated to Renmin University and Beijing Primary School, and top-tier hospitals like Tongren Hospital, it has improved living facilities and created an ecological and livable environment, effectively removing the worries of young people in employment and entrepreneurship.

University Guidance: Go to the West, Go to the Grassroots, Go Where the Motherland Needs Most
In response to the problems of "jobs without people" and "people without jobs," and with the structural contradiction of recruitment difficulties and employment difficulties becoming increasingly prominent, how should universities act?

At the event, Liu Yamei, Party Secretary of China Women's University, emotionally recounted the stories of two female students who went to Xinjiang for grassroots service: Song Bingyan, a 2024 graduate, was still an outgoing girl when she left for Xinjiang. Two years of grassroots training allowed her to find life value on the front lines of convenience services and women's rights protection. Now, having received a master's admission notice from Renmin University of China, she is determined to return to the west after graduation. Xu Chenghao, a current master's student enrolled in 2024, was responsible for the "Red Scarf Little Classroom" in Hetian Youth League Committee. A local child's sincere longing— "Why didn't Sister Xu come to the village today? She promised to celebrate my birthday with me"—moved her deeply. She also voluntarily joined the edge-locking vanguard to control desertification and solidify soil in the deep desert, finding a career worth fighting for at the grassroots. These real transformations prove the training of youth's will and ability in the vast grassroots. It is reported that the number of graduates from the university going to grassroots has steadily increased in the past three years, and this year, the participation rate in the Western Plan has exceeded 8% of total graduates.
"For me personally, as a Party member, I want to fulfill my original mission at the grassroots, so I decided to sign up for the Western Plan," said Liu Jie, a student from China Women's University, in an interview. "During school, the university often holds policy briefing sessions for the Western Plan and sharing activities by outstanding volunteers. In these sharing activities, I heard stories from senior students about their grassroots work and experiences in Xinjiang and Tibet. While solving practical problems for the locals, the locals gradually remembered their names. Every sincere greeting and thank you made them feel very proud. I also felt their growth from young college students to backbone youth on the job."

The one who influenced me the most is Zhao Wenjing, a senior from the first graduating class of our major. After graduation, she resolutely chose to go to the west and the grassroots. "Hard work builds ability, competition broadens horizons, and persistence yields success." Diao Xinyu, a BIM pioneer who grew up on construction sites, couldn't even tell air ducts from cable trays when he first entered the workplace. Facing tedious modeling, he chased after his master for advice during the day and stayed up late modeling at night. When faced with clients who didn't understand BIM, he directly had them "walk through" the virtual building, and they immediately exclaimed "great!" After refinement, he not only won first place in the Beijing Vocational Skills Competition and second prize in the national competition but also led his team to serve four major computing power hubs, covering over 1.4 million square meters of projects. This persistence in "obsessing over technology" earned him the National May Day Labor Medal.

"Job matching is not a sprint before graduation but a long run that starts from the first day of enrollment." Jia Songhao, a doctoral student in cardiac surgery at Beijing Anzhen Hospital affiliated with Capital Medical University, made extreme efforts to achieve his goal of becoming a cardiac surgeon. He honed his clinical basic skills to the extreme: over 10,000 hours of study as an undergraduate to achieve top grades in his major, and 33 months of standardized training during his master's and doctoral studies, completing over 300 days of outpatient work and clinical practice with over 7,000 patients, achieving a leap from theory to clinical practice. Facing dangerous aortic dissection surgeries that require more than 500 stitches and where a single bleeding needle hole can lead to failure, he heeded his mentor's advice that "hand feel can only be honed by yourself" and embarked on a "closed-door training" for three consecutive months, training hard until surgical skills became muscle memory, mastering the ability to dissect a 1mm blood vessel without error. At the critical moment of a patient's sudden myocardial infarction before surgery, it was this hand feel that saved the life. He proved with action that there is no shortcut to "lying flat" and that every day should be treated as a training ground for job matching.

Wang Mengyuan, a junior at Communication University of China, held a camera and used hard work to interpret what "career design" means. She went deep into disabled workers' factories to document these workers who put in more effort than ordinary people, strengthening her determination to be a recorder of the times. To capture a single shot, she squatted on a Beijing street for three hours at minus ten degrees Celsius, her fingers frozen stiff but still tightly gripping the stabilizer. "More precious than what has been accomplished is the search for 'who I want to become,'" she said. She believes that hard training is the fundamental force for completing career design.

At the event, Jia Xiaoyou, co-founder of Lingxinqiaoshou and champion of the 4th "Jingcai Dachuang" Beijing University Student Innovation and Entrepreneurship Competition, had a dexterous hand write the four characters "National Recruitment Action" on the spot. "The times have never given us a single choice. See the direction of the wave, ride it, and we will have more choices." As a post-2000s cross-sector entrepreneur, she shared her entrepreneurial experience: she led her team to iterate products on a weekly basis, breaking through 42 degrees of freedom and fully simulating the functions of the human hand, launching 12 core products in two years. To improve the intelligence of the dexterous hand, Jia Xiaoyou had it cross-sector learn intangible cultural heritage embroidery and egg carving, assist in traditional Chinese medicine therapy and rehabilitation for the disabled, opening up the market and selling products worldwide.

"The best support is not to hide young people in a greenhouse but to put on charging armor." Liu Yang, founder of Beijing Mars Vision Technology Co., Ltd., shared the hardships of entrepreneurship. In 2014, while studying for a master's degree at Peking University, he jumped into the "entrepreneurial sea." Starting with a team squeezed into a cramped basement, at the most difficult time, the account funds only lasted a month. To prevent his junior students from losing their jobs, he gritted his teeth and ran around. They developed the intelligent science education product "Science Box," won the runner-up prize in the first "Jingcai Dachuang" competition and received a prize, then settled in the Beijing University Student Entrepreneurship Park Accelerator, solving basic office and research needs. Later, relying on the "Science Box" and 180 new products developed after entering the park, they received decisive investment from investors. Today, the over 600 types of intelligent science education products he developed have ignited the scientific dreams of millions of children across the country. He also recruits more junior students through campus job fairs, achieving a leap from a desperate bet in the basement to supporting a group of young people.

When asked what conditions are needed for entrepreneurial college students, Zhang Xiaoyi, a student from Beijing University of Chinese Medicine, said after listening to Liu Yang's story: "College students should be mentally prepared for multiple trial and error, especially extensive trial and error during school. There are now many channels for us to practice early at low cost and reserve for the next step towards employment or entrepreneurship."
