Build a Strong 'Think Tank' to Activate New Momentum for Supervision
"In the past, when reviewing the fiscal budget, we often could only see the 'big picture'; now with the involvement of financial experts, we can clearly see whether each expenditure is standardized and whether each project's performance is reasonable." On June 29, at the government investment project audit supervision site organized by the Standing Committee of the Yucheng County People's Congress, member Zhu Shengli said with deep feeling. Behind this change is the continuous efforts of the legal policy advisory expert database that the Standing Committee of the Yucheng County People's Congress has been building in recent years.
In response to practical difficulties in People's Congress supervision, such as "strong professionalism, many part-time representatives, and insufficient precision," the Standing Committee of the Yucheng County People's Congress adhered to a problem-oriented approach, broke identity barriers, and innovatively established a full-chain expert database working mechanism of "selection, use, and cultivation." This deeply embedded professional strength into the entire supervision process, injecting strong "professional momentum" into the county's people's congress performing duties according to law.
Select Without Restriction: Gather Talents from All Over
Talent is the foundation of a think tank. The Yucheng County People's Congress abandoned the concept of "only identity, only staffing" and looked across the county's various industries, focusing on discovering talents in social culture, agriculture and rural areas, commerce, infrastructure, legal discipline, and other fields. The selection process adhered to open and merit-based principles, combining departmental recommendations with social self-recommendations, bringing 60 professional backbones from within the system, industry elites from outside the system, and even folk technical experts into the "reservoir."
To ensure the database remains "always fresh and always prepared," the county established an annual dynamic adjustment mechanism. At the end of each year, the County People's Congress Legal Affairs Committee conducts a comprehensive evaluation of the experts' performance, promptly removes those who are unable to perform, and simultaneously supplements urgently needed professionals, ensuring the professionalism and stability of the expert team.
Full-Chain 'Use': Transform 'Skimming the Surface' into 'Precise Diagnosis'
"Experts are not only 'external brains' but also participants in the entire cycle of People's Congress supervision," introduced Jiang Weidong, deputy director of the Standing Committee of the Yucheng County People's Congress. The county's People's Congress has repeatedly changed the previous model of "temporary recruitment" and promoted experts to participate in closed-loop supervision before, during, and after the fact.
Beforehand, during the formulation of supervision plans, experts are invited to intervene early to 'take the pulse,' optimizing inspection checklists around policies, regulations, and industry pain points to ensure precise targeting of supervision. During the process, in law enforcement inspections or research surveys, experts accompany the inspection team to the front line, using professional technical means to directly target deep-seated problems such as non-standard funds and non-compliant projects. Afterwards, when drafting review opinions and problem lists, expert opinions must be solicited to review the professionalism and legality of the report, ensuring that the People's Congress supervision opinions are "well-founded and actionable."
Comprehensive 'Cultivation': Let Experts 'Understand the People's Congress and Be Good at Advising'
To help experts quickly adapt to their roles, the Yucheng County People's Congress includes expert training in its annual plan. By holding legal lectures, inviting them to attend Standing Committee meetings, and conducting case analyses, experts are helped to become familiar with the rules of procedure and work processes of the People's Congress, achieving an organic combination of "understanding the profession" and "understanding the People's Congress."
At the same time, a positive incentive mechanism has been established. By creating performance records and conducting annual evaluations, experts who perform excellently are publicly commended, and labor guarantees are implemented according to regulations, effectively stimulating the enthusiasm of experts to perform their duties and creating a good atmosphere of "actively offering suggestions and scientifically contributing ideas."
It is reported that since the standardized operation of the expert database, the Standing Committee of the Yucheng County People's Congress has relied on expert strength to put forward more than 130 opinions and suggestions, promoting the implementation of a number of livelihood matters such as the rectification of agricultural projects, optimization of urban construction projects, and allocation of educational resources. It participated in 5 legislative research projects, and 6 opinions submitted were formally adopted by the Standing Committee of the Shangqiu Municipal People's Congress, effectively promoting the transformation of People's Congress supervision from "procedural" to "substantive."
It is reported that the county will continue to deepen the construction of the expert database, explore the introduction of emerging industry talents, expand experts' participation in new fields such as the filing and review of normative documents, and promote the county's People's Congress work to high-quality development with high-level think tank construction.
