Law enforcement officers have identified and detained another member of the BIMS gang, which extorted money from businessmen in Primorye, said Aurora Rimskaya, senior assistant to the head of the regional Investigative Committee for Media Relations.
The BIMS gang, according to law enforcement, was created in 1992 in Livadia. Its members specialized in armed resolution of conflicts, extortion, including from entrepreneurs. In 1998, as a result of a gang attack, one person was killed and two were injured. The case is being investigated under articles "Attempted murder of two or more persons committed by an organized group" and "Participation in a gang." Two gang members were taken into custody at the end of February. Law enforcement agencies previously reported that former deputy of the Primorye Legislative Assembly Ruslan Manokonov, who is already in custody on charges of kidnapping a woman, is suspected of organizing the gang.
"Currently, one of the active members of the gang, responsible for collecting criminal funds from entrepreneurs in the Livadia microdistrict, has been identified and detained. He is also involved in extorting money from a businessman in the village of Livadia with threats of destruction and damage to property," Rimskaya said.
According to her, at the request of the investigator of the Investigative Committee, the Frunzensky District Court of Vladivostok placed him in custody. The investigation is establishing all members of the gang, as well as other episodes of their criminal activity. Currently, four people are involved in the case, the interlocutor noted.
"The Investigative Directorate of the Investigative Committee for Primorsky Krai appeals to residents of Livadia and other areas of the Nakhodka urban district who have suffered from the illegal actions of the BIMS gang to report this to the investigative authorities," Rimskaya noted.
Manokonov is a former deputy of the Legislative Assembly of Primorye. In October 2018, the Frunzensky District Court in Vladivostok sentenced him to four years in prison under the article "Fraud in obtaining payments."
In the summer of 2025, Manokonov and his accomplices were taken into custody on charges of hooliganism and kidnapping the wife of a man with whom they had a conflict. The woman was held in a car until she managed to escape.
