Brussels, October 16 (TASR) - Ukraine will need an additional 70 billion euros next year to finance its needs. European Commission President Ursula von der Leyen stated this on Friday after the European Union summit in Brussels, calling on international partners to contribute to securing the necessary funds. This was reported by AFP and The Guardian, according to TASR.
"It is now clear that we are missing 70 billion euros that need to be covered," emphasized von der Leyen. According to her, EU support for Ukraine is more important than ever, as the financial needs of Kyiv will continue to grow as long as the war instigated by Russia continues.
The European Union and its member states currently provide 80 percent of foreign aid to Ukraine. The Union wants to continue this support, but urgently needs the involvement of other partners, AFP reported.
French President Emmanuel Macron stated after the summit that Ukraine's allies will examine Kyiv's request for 70 billion euros in funding for next year. "We will look at the financing that the G7 countries, our partners, and of course Europeans will provide," Macron said.
European Council President António Costa also emphasized after the summit that Ukraine remains one of Europe's main priorities. The EU's determination to stand by Ukraine and its people remains unchanged, he said.
Costa also called for increased pressure on Russia and further financial support for Kyiv. He warned that Moscow is intensifying hybrid operations in Europe, including sabotage and repeated violations of the airspace and territorial waters of member states.
French President Macron stated after the summit that Europe is working to strengthen Ukraine's defense capabilities by providing satellite imagery and early warning systems that Kyiv urgently needs.
EU leaders at the summit in Brussels also discussed migration, energy, the future EU budget, and trade policy.
Von der Leyen stated that the number of illegal crossings of the EU's external borders has decreased by more than 56 percent in the last two years and by 34 percent in the first nine months of this year. The number of asylum applications is also decreasing. However, she warned that this trend must be maintained. She also pointed to cases where state and non-state actors deliberately provoke sudden mass movements of people to overwhelm authorities.
EU leaders also discussed the rise in energy prices, which Ursula von der Leyen linked to the war in Ukraine. She suggested that releasing oil and diesel reserves agreed upon within the G7, as well as extending the temporary state aid framework in the EU, could alleviate price pressure. In the long term, she believes it is important to continue the transition to affordable, clean, and domestic energy sources, including nuclear and renewable energy.
Regarding the future EU budget, von der Leyen advocated for the European Commission's proposal to ensure sufficient resources to manage future crises.
Discussions on the budget are expected to conclude by the end of the year, but differences between member states persist, according to Costa.
EU leaders also discussed trade relations with China. Von der Leyen stated that there was significant unity among member states on the need to reduce the EU's unsustainable trade deficit with China.
The Brussels summit was originally scheduled to end on Friday afternoon, but discussions continued into the evening. While Thursday's agenda focused on competitiveness, high energy prices, and the emissions trading system (ETS2) dispute, along with the long-term EU budget for 2028-34, Friday's discussions covered migration, EU enlargement, and internal reforms, with Ukrainian President Volodymyr Zelenskyy also addressing the summit, according to EUbrief.
