France Achieves 94.9% Fiber Optic Coverage

France has reached a significant milestone, achieving 94.9% fiber-to-the-home (FttH) coverage as of June 11, 2026, according to data updated by Arcep.

This map is published by Arcep to improve public and professional information on fiber-to-the-home (FttH) network deployments. Established at both the commune and technical (usually sub-commune) level, it is part of the fixed high and very high speed observatory set up by the Authority and is accompanied by the publication of the underlying data in open data.

Advanced mode offers four additional views:

  • A view of departments that allows visualization of the FttH coverage rate by department;
  • An advanced view of communes that provides additional information on the operators deploying the networks and their deployment intentions;
  • A view by zone behind the pooling point (ZAPM) that allows visualization of the FttH infrastructure at this technical level;
  • A view of the regulatory FttH zones that allows identification of communes in very dense areas, distinguishing low-density pockets from the rest of the very dense areas.

Connectable Premises for the FttH Network

Operators provide Arcep with detailed data on their fiber optic network deployments in their reference files (so-called "IPE" files). The Authority then aggregates the data obtained using INSEE geographic codes to obtain, commune by commune, an absolute number of premises connectable to the FttH network.

FttH Coverage Rate

The FttH coverage rate of a commune assesses the proportion of housing or professional premises connectable to one or more FttH networks. This is an estimate, which relates the total number of premises declared connectable to the FttH network by operators to an estimate of the total number of premises in the commune, assessed from operator IPEs or from data published by INSEE in the absence of IPEs.

Advanced View of Communes

This view allows visualization for each commune:

  • The main network of the commune, distinguishing operators who have made commitments under Article L.33-13 (Altice, Altitude, and Orange), and in other cases, whether the project falls under public or private initiative;
  • The absence of connectable premises but with at least one private operator having expressed its intention to deploy fiber.

As a reminder, Article L.33-13 states:

"The minister responsible for electronic communications may accept, after opinion from the Electronic Communications and Postal Regulatory Authority, commitments made to him by operators, aimed at contributing to the development and coverage of low-density areas of the territory by electronic communications networks and at facilitating operators' access to these networks."

View of Zones Behind Pooling Points (ZAPM)

In less dense areas and in low-density pockets of very dense areas, the pooling point (PM) is the point where an operator deploying the FttH network in a given territory provides access to its network to other operators so that they can offer services to their customers. A zone behind a pooling point (ZAPM) is the territory whose premises are intended to be served by the network located downstream of a given pooling point.

Thus, this view allows visualization of the FttH coverage rate ZAPM by ZAPM, within:

  • Low-density pockets of very dense areas;
  • Less dense areas.

As an exception, in high-density pockets of very dense areas, access to networks is at the building entrance, generally inside buildings. For clarity, in these areas, the "ZAPM" view also offers an intermediate reading level on sub-commune zones: the FttH coverage rate is thus displayed at the level of "IRIS" clusters defined by Insee.

In this view, ZAPMs are displayed when the associated PM has been made available to third-party operators. If no premises downstream of the PM are connectable (coverage rate at 0%), the contour of the ZAPM is drawn with a dotted line. Note that some ZAPMs may not be displayed if the operators concerned have not sent the corresponding data to Arcep.

In this view, ZAPMs are displayed when they have been made available for consultation, whether they are targeted or potentially coherent. If no premises downstream of the PM are connectable (coverage rate at 0%), the contour of the PM is drawn with a dotted line. Note that some ZAPMs may not be displayed if the operators concerned have not sent the corresponding data to Arcep.

Displaying FttH Network Availability at the Address

When the map is zoomed to the neighborhood level, the addresses listed by the various infrastructure operators are displayed, represented by a dot, the color of which varies according to the deployment progress.

This address-level information is only available from Q2 2018 onwards.

Five categories are visually distinguished:

Studies completed: Address identified during surveying by the FttH network deployment operator. Scheduled: Address whose associated pooling point (PM) has been made available to third-party commercial operators. Connectable on demand: Scheduled address, where the optical continuity between the PM and the optical connection point (PBO) will only be carried out upon request from a commercial operator (within a maximum of six months from the request). Connectable on demand (deployment in progress): Address connectable on demand for which the installation of the PBO has been requested by a commercial operator. Deployment in progress: Scheduled address, where the construction work for the PM-PBO segment is underway and/or has been the subject of a building agreement under Article L.33-6 of the CPCE. Deployed (connectable): Connectable address: there is optical continuity between the PM and the PBO, and the connection of the premises can be ordered by the future subscriber.

More precise information on the deployment status address by address (building status and PM status) is available in the tooltip associated with each address, according to the terminology defined by the Interop'Fibre group.

The points representing addresses and/or buildings are positioned according to the coordinates indicated by the operators in their IPEs.
