Greece Redistributes CO2 Emissions Revenue for 2026

Greece's Ministry of Environment and Energy has announced a revised distribution of CO2 emission allowance revenues for 2026, allocating more funds to renewable energy and industry while reducing shares for the Energy Transition and Green Funds.

The Ministry of Environment and Energy (ΥΠΕΝ) has made significant changes to the way in which our country's revenues from the annual auction of CO2 emission allowances are distributed. The new decision of ΥΠΕΝ, concerning 2026, provides that revenues are limited, with the percentage received by the Energy Transition Fund falling from 37% last year to 20.17% this year. Correspondingly, the Green Fund, which finances projects for the protection, preservation and improvement of the natural environment, will receive a reduced percentage. In its case, the share falls from 14.55% to 4.37%. On the other hand, a number of other sectors and actions will benefit. The special account for renewable energy sources (ΕΛΑΠΕ) maintained by the market operator, ΔΑΠΕΕΠ, will benefit with 32.5% compared to 9% last year. The aim is to close the 'hole' of 200 million euros that would otherwise arise, while avoiding the need to increase the ΕΤΜΕΑΡ charge paid by consumers through their electricity bill. In this way, green energy producers can be sure that there will be no issues with their payments this year. Industry is also strengthened, receiving 26.5% compared to 20% last year to offset the risk of carbon leakage. Beyond the above figures, the Natural Environment and Climate Change Organization (Ο.ΦΥ.ΠΕ.Κ.Α) will have a slight increase from 2.47% to 2.57%. The Green Fund's support for measures to reduce shipping emissions gets a boost with 7.21% from 6.43% last year. Correspondingly, the Hellenic Hydrocarbon Resources Management and Energy Resources Company (ΕΔΕΥΕΠ) sees its percentage increase from 0.88% to 2%. Finally, the share of 2.7% for the promotion of electromobility remains the same, as does the 0.12% of the Hellenic Geological and Mining Authority (ΕΑΓΜΕ).
