Cabinet of Ministers plans to form sustainable green credit mechanisms through national financial institutions with a volume of up to $50 million. This indicator is contained in the appendix to the Cabinet's order of June 9, 2026 No. 420-t.

The Cabinet of Ministers by the said order approved the Climate Investment Program of the Kyrgyz Republic for 2026–2030. According to the text of the program, it will ensure:

  • formation of an operational framework for managing access to climate finance and ensuring coordination of all stakeholders to increase resilience to climate change;
  • strengthening the institutional capacity of state bodies and local communities in the preparation and implementation of climate projects;
  • creation of a national system for monitoring and reporting on climate investments, ensuring transparency and accountability in the use of funds.

The project portfolio includes, among others, such initiatives as:

  • "Improving the energy efficiency of municipal buildings in Bishkek and introducing environmentally friendly technologies" – $8.87 million (a pilot carbon project under the joint credit mechanism includes energy efficiency of social facilities and administrative buildings);
  • "Financing SMEs for the implementation of projects in the field of renewable energy sources and energy efficiency measures" – $50 million (provides targeted loans to small and medium-sized businesses for the installation of solar panels, modernization of equipment, introduction of energy-saving technologies and other climate technologies).
