New Jersey bill targets tree-related power outages with proactive vegetation management

Every time a major storm hits New Jersey, we see the same story unfold. Extreme winds bring down trees, power lines are damaged, and families locally and across New Jersey are literally left in the dark for days. People lose air conditioning and heat, businesses are forced to close, and emergency services get stretched thin.

Then, once the lights come back on, the conversation dims. Not very bright, is it?

But, do you know what is? Passing the Vegetation Management Response Act (S-4333). My bill would allow electric utility companies to proactively address hazardous vegetation before it causes widespread power outages and damage.

I’m not alone here, either. In 2020, the New Jersey Board of Public Utilities (BPU) reached the same conclusion after Tropical Storm Isaias left hundreds of thousands of customers without power, ultimately forcing the BPU to conduct a full review of the state’s response.

To no one’s surprise, one of its key findings was that New Jersey needs stronger vegetation management policies. The report specifically recommended legislative solutions that would give electric distribution companies greater authority to trim or remove hazardous trees that threaten overhead power lines.

Utility companies know which trees pose a threat, but outdated laws and unnecessary red tape often prevent them from addressing the problem. Then we’re left with worrisome trees standing… until the next storm knocks them into power lines, cutting electricity to entire neighborhoods. Wash. Rinse. Repeat.

That just doesn’t make sense.

The Vegetation Management Response Act would help eliminate unnecessary delays while still protecting private property rights, and it is certainly not a blank check for indiscriminate tree removal.

Utilities would not be permitted to clear-cut healthy trees or remove vegetation that poses no threat to power lines. This legislation is about targeted prevention, not wholesale removal.

Prevention is better than recovery

During major storms, power outages can jeopardize seniors who rely on medical equipment, families with young children, and businesses trying to preserve food and medicine.

Fallen trees can delay emergency vehicles when every minute matters. We’ve also recently experienced two weeks of triple-digit temperatures.

It’s irresponsible to ignore one of the most common causes of power outages because action requires updating laws that don’t reflect today’s challenges.

We’ve already studied the issue. We’ve already seen the consequences. We’ve already received recommendations from our own state regulators.

Now we just have to do the work.

New Jersey should not have to endure another preventable disaster before we once again declare vegetation management a priority.

We can strengthen our electric grid, improve public safety, and reduce the duration and severity of storm-related outages before the next storm arrives, not after.

If utility companies are handling hazardous overgrowth, it relieves some of the financial burden on New Jerseyans, and we all know how badly that’s needed.

The next major storm is not a matter of if, but when.

Let’s make sure we’re prepared before it arrives.
