Concluding the meeting, Prime Minister Le Minh Hung emphasized that Dong Nai has a very special role, being the only city in our country adjacent to the international border with Cambodia, and is a newly established city.
The fundamental and deep-seated reason for the achieved results is that the key cadres have new, innovative, and creative approaches, fostering development with determination, resolve, unity, and consensus for the common goal to make the city increasingly stronger.
According to the Prime Minister, the most important thing of the meeting is to identify and directly address the proposals and recommendations on local mechanisms and policies, because perfecting institutions is a strategic and breakthrough task.
The Prime Minister said that the approach in the coming time is to build specific criteria, and when achieved, localities will be entitled to apply mechanisms and policies, rather than "asking" for special policies anymore.
Alongside the achieved results, the Prime Minister frankly pointed out the limitations, difficulties, and challenges of Dong Nai that need to be identified for remedial solutions. Accordingly, in the context of still large development space, the shift in thinking from the city leadership to sectors and grassroots levels is not yet as desired.
GRDP in the first quarter is still 0.08 percentage points lower than the scenario; while the adjusted scenario requires the second quarter to reach 9.8%, the third quarter 10.55%, the fourth quarter 10% - a huge pressure. As of June 8, 2026, investment disbursement reached only 25.91% of the plan, ranking 12th out of 34 provinces and cities.
If Dong Nai commits to completing and setting higher targets, achieving higher results in growth, public investment, budget revenue, and investment efficiency, the Government will prioritize allocating greater resources for Dong Nai in 2027 and the coming period, the Prime Minister affirmed.
The old industrial development drivers have reached their limits, with low added value and labor intensity. The transformation of the growth model depends heavily on new drivers such as logistics, airport urban areas, processing and manufacturing industries using high technology, digital economy, healthcare, training, etc., in the context of the Long Thanh International Airport about to be put into operation. The exploitation of value from industrial crops and perennial plants has not matched the potential and advantages...
Along with that, in implementing Resolution 57-NQ/TW, the deployment of the ordering mechanism and commercialization of research products remains limited.
Basically agreeing with the key tasks and solutions identified by Dong Nai, the Prime Minister requested the City to continue to strongly innovate awareness, thinking, and working methods, especially boldly proposing mechanisms and policies for Dong Nai in particular and the whole country in general.
The Prime Minister noted that it is necessary to pay great attention and proactively support businesses, especially private enterprises, in promoting trade, expanding markets, and implementing large projects in the area. Promote reform, reduce administrative procedures. Focus on reviewing, handling decisively, and quickly removing obstacles for lingering and prolonged projects, with the ultimate goal of putting projects into operation, creating jobs, and contributing to the budget.
Review and determine the earliest completion roadmap for plans, especially those related to Long Thanh Airport. Develop sectors and fields; promote and effectively exploit the potential and advantages of Long Thanh International Airport. Highest determination to complete 100% disbursement of public investment capital; complete the construction and issuance of the medium-term public investment plan for the 2026-2030 period, associated with the requirement for socio-economic accounting and investment efficiency assessment; thoroughly grasp the principle of concentrated capital allocation, reducing the number of projects by at least 30% compared to the 2021-2025 period.
The Prime Minister requested that the Long Thanh International Airport project be put into operation by the end of 2026 in accordance with the conclusion of the competent authority; this is a non-negotiable requirement.

The Prime Minister also said that in the near future, policies for developing commercial housing will be perfected, mainly encouraging high-rise apartment buildings because land is finite.
The Prime Minister also requested Dong Nai to ensure the smooth operation of the two-level local government; propose and recommend to the central government to perfect policies, especially on decentralization, delegation, and authority demarcation; conduct a comprehensive review and arrange the cadre force, especially at the grassroots level, and do a good job of arranging villages and residential groups.
Implement Resolution 57-NQ/TW thoroughly, substantially, and effectively in all fields, especially boldly piloting and ordering scientific and technological research in sectors and fields with potential and strengths for development.
Properly implement social security, ethnic, and religious policies; healthcare, culture, education, training, labor, and employment; pay attention to environmental protection, forest protection and development, water resources; ensure national defense, security, social order and safety; build a peaceful, friendly, cooperative, and sustainably developing border with Cambodia.
