The meeting was attended by members of the Government and heads of leading energy companies. Measures to ensure uninterrupted fuel supply to citizens, businesses, enterprises, and socially significant organizations were discussed.

Dear colleagues, good afternoon!

A few days ago, at a meeting with Government members, we discussed in detail the situation on the domestic petroleum products market. I would like to reiterate: we need to minimize the consequences of terrorist attacks on our peaceful civilian infrastructure facilities.

Today, in a broad format with the participation of heads of our leading energy companies, I propose to consider additional steps designed to ensure uninterrupted, stable fuel supply to citizens and businesses, enterprises, and socially significant organizations, as well as to discuss how already adopted decisions in this area are being implemented.

I am in constant contact with some colleagues, but I asked everyone to gather to exchange views on how to coordinate this work together.

It is known that the capacities of the largest oil refineries are being used at maximum, and the potential of medium and small enterprises is being utilized. The duration of current repairs has also been reduced, and scheduled repairs have been postponed to later periods. And already in July, according to forecasts, production of the main types of fuel should exceed June levels.

I would particularly note that in the current situation, leading companies, including private ones, are proving to be reliable partners of the state. Extraordinary tasks that arise are being solved clearly, promptly, and competently, in the interests of the country and our citizens.

I should add that previously accumulated volumes of fuel have entered the domestic market. But despite the fact that we have begun to use reserves, current gasoline reserves are almost at the level of the same period last year. We must continue to act deliberately and, of course, carefully.

According to the reference provided by the Ministry of Energy, gasoline reserves currently stand at 1.7 million tons, which is almost at the level of the same period last year. There is a slight decrease, only 4 percent.

In addition, in the interests of domestic consumers, a full ban on the export of gasoline and aviation kerosene has been temporarily introduced. The need to introduce a full ban on the export of diesel fuel is also being considered. I know that we will discuss this now – questions may arise about possible overstocking. That is why we have gathered, to anticipate all steps that, generally speaking, we do not need. We do not need to create additional problems for ourselves. We will talk about these issues.

At the same time, you are well aware that problems persist for both motorists and businesses: queues, unfortunately, also exist at gas stations, and the required grade of gasoline cannot always be found. And of course, we understand the difficulties faced by agricultural producers and farms during the summer period. We must make every effort to ensure that seasonal fuel supply schedules are strictly observed for enterprises of the agro-industrial complex. The harvest depends on this.

In general, to stabilize the fuel market, I consider it necessary to adopt systemic measures that match the scale of the current challenges. This concerns both increasing the volume of supply and the need to maintain economically justified fuel prices.

For operational monitoring of the situation, the Government has created a special headquarters that works around the clock. Additionally, together with oil companies, additional proposals for fuel supply to the domestic market have been prepared. Let's discuss all of this in detail today.
