Romania Increases Compensation for Expropriated Owners in Tismana I Quarry Expansion

The Romanian government has approved additional funds of approximately 18,000 lei to compensate owners expropriated for the expansion of the Tismana I lignite quarry, following final court rulings.

The government approved a new decision that supplements the funds allocated for compensations to owners whose land and buildings are affected by the expansion and development works of the Tismana I lignite quarry in Gorj County. The measure comes following final court rulings that imposed the recalculation of amounts to be paid to expropriated persons.

According to the Executive, the total value of compensations will be increased by approximately 18,000 lei, money that will be provided from the state budget, through the budget of the Ministry of Energy for 2026.

Government modifies the decision on expropriations at Tismana I

The decision adopted by the Government aims to update Decision no. 1120/2020, the normative act by which the location of the public utility work and the initiation of expropriation procedures for properties situated on the corridor necessary for the Tismana I lignite quarry development project were approved.

At the same time, the Executive approved the modification of Annex no. 2 of the 2020 decision, which contains the compensations granted to owners affected by the project.

The supplementation of funds is based on the enforcement of court rulings that established new compensation values for some of the expropriated properties.

Approximately 18,000 lei extra for expropriated owners

According to the communiqué from the Government, the amount allocated for the payment of compensations will be increased by approximately 18,000 lei.

The additional funds will be used exclusively to pay the differences resulting from court decisions, so that owners receive the compensations established by final rulings.

The money comes from the budget of the Ministry of Energy for 2026 and will be transferred within the legal expropriation procedures.

Complexul Energetic Oltenia continues expropriation procedures

The Executive states that all expropriation procedures related to this project are carried out by the company Complexul Energetic Oltenia S.A., which manages the mining operations in the area and is responsible for implementing the investment.

The role of the company is to implement the measures provided by the legislation on expropriations for public utility purposes and to ensure the payment of compensations to entitled persons.

Strategic project for lignite exploitation in Gorj

The Tismana I quarry is part of the mining operations managed by Complexul Energetic Oltenia and is considered one of the important investments for maintaining the lignite production capacity used in the national energy system.

The public utility project aims to maintain and develop the quarry's exploitation capacity at a level of approximately 5 million tons of lignite per year, which involves expanding the exploitation perimeter and, implicitly, expropriating some land and buildings located along the route of the works.

Through the adopted decision, the Government enforces the court rulings and ensures the necessary financial resources for the full payment of compensations established in favor of owners affected by the expansion works of the Tismana I lignite quarry in Gorj County.
