Vladimir Putin is taking part in the anniversary plenary sessions of the fifth Russia-ASEAN summit, dedicated to the 35th anniversary of the establishment of relations between the sides.

The agenda of the meeting in Kazan includes a review of the strategic partnership between the Russian Federation and the Association, new areas of cooperation in the political, economic, and humanitarian spheres, and an exchange of views on current international and regional issues.

Before the first plenary session, a joint photo session of the heads of delegations participating in the summit took place.

Following the summit, a package of documents was adopted: the Kazan Declaration, the Comprehensive Plan of Action for Russia-ASEAN, a Joint Statement on Cooperation in Culture, and a Joint Statement on Cooperation in Energy.

ASEAN includes 11 countries located in Southeast Asia: Brunei Darussalam, East Timor, Vietnam, Indonesia, Cambodia, Laos, Malaysia, Myanmar, Singapore, Thailand, and the Philippines. Russia has been a full-fledged dialogue partner with the organization since July 1996.

Dear colleagues, friends!

I welcome all of you to Kazan for the anniversary Russia-ASEAN summit, dedicated to the 35th anniversary of Russia's relations with the Association of Southeast Asian Nations.

Many of you have already visited our country, dear friends, some are here for the first time. Welcome!

At the last meeting in the Russia-ASEAN format, East Timor, which joined ASEAN in 2025, was not yet among the delegations of the Association's countries. We are glad that the Prime Minister of the Democratic Republic of East Timor is present in this hall today.

The Association of Southeast Asian Nations enjoys authority not only in the Asia-Pacific region but also in the world as a whole. It has stood the test of time, building a system of interstate cooperation based on universally recognized norms of international law and mutual consideration of interests.

These very principles form the basis of Russia's relations with ASEAN. They have the character of a strategic partnership, which, in conditions of geopolitical turbulence, is an important stabilizing factor in the Asia-Pacific region, contributing to the formation of a balanced security architecture and equitable mutually beneficial cooperation.

Today we are working according to the following agenda: an exchange of views on current regional and international issues, an assessment of the results of Russian-ASEAN cooperation over 35 years, and further directions, goals, and objectives of the strategic partnership between Russia and the Association.

Naturally, during the discussion, other issues may be touched upon — any, dear ladies and gentlemen, that you deem appropriate to raise for discussion.

The results of our cooperation are evident. A solid treaty and legal base of relations and an extensive network of joint mechanisms have been formed. New dialogue platforms have been launched. The range of practical cooperation has expanded in such areas as combating new challenges and threats to security, trade and investment, energy, agriculture, digitalization, science and technology, tourism, and humanitarian contacts in general.

I count on productive work and a traditionally constructive and interested exchange of views.

We will conduct today's meeting together with the President of the Republic of the Philippines, which chairs the Association this year. I am pleased to give the floor for greetings to Mr. Ferdinand Marcos.

Your Majesties, Your Excellencies! Dear colleagues, guests! Good morning!

It is a great honor for me to co-chair the anniversary Russia-ASEAN summit together with President Putin.

As you noted, we are celebrating 35 years of partnership, based on mutual respect and the conviction that cooperation, not confrontation, is the best way to build peace.

I would like to express gratitude to the Government of the Russian Federation for the warm welcome and for the excellent organization of the event that brought us together today.

Our countries are developing cooperation. This is an important event that helps us bridge the distance, both in humanitarian and cultural spheres.

35 years ago, Russia's participation in the ministerial meeting in Kuala Lumpur laid the foundation for what has grown into a strategic partnership of high significance. The principles that guided those first steps — mutual respect, sovereign equality, and commitment to cooperation — have ensured that cooperation retains its important status today, as it did before. They are not only the anchors of our cooperation but also the guiding principle for what lies ahead.

As we have already noted, the Philippines would like to outline three priorities for our future cooperation.

First, peace, security, and stability.

In a period of serious geographic instability, ensuring cooperation between Russia and ASEAN cannot be overestimated. Transnational threats such as terrorism, illegal trafficking, and online fraud do not see borders. That is why our responses must also be cross-border. We need to strengthen cooperation in the sphere of peace and security so that our joint efforts contribute to peace, security, and timely responses to all threats.

Second, a more dynamic economic partnership.

Our areas of cooperation in trade are developing. We need to act more ambitiously and decisively to ensure trade and economic flows and expand the business community. Food security is also important. These are the foundations of our stable cooperation. We need to ensure inclusiveness of economic cooperation. Small, medium, and large businesses must ensure cooperation, and this should also involve adjacent areas of cooperation.

And third, perhaps one of the most important areas — our peoples, grants, student exchanges, academic partnerships, and tourism.

These are not peripheral areas of cooperation but the foundation of our cooperation. The relationships built between our countries are laid in the foundation of the summit declaration, and they provide what policy alone cannot. We need to invest more in these ties. And we must view youth not only as an end point but place them at the center of our cooperation. It is youth that will decide what the relationship between Russia and ASEAN will look like.

In the spirit of our motto, "Joint Action for the Future," we must call on everyone to act. 35 years have laid a solid foundation. What we do with this foundation is our choice, our responsibility. Let us make a responsible choice.
