First Extraordinary Session of the 16th National Assembly opens this morning
According to the expected session agenda, on the morning of 3 August, the First Extraordinary Session of the 16th National Assembly opens at the National Assembly House.

At 8 a.m., the National Assembly holds a preparatory session. The member of the National Assembly Standing Committee, Secretary-General of the National Assembly and Chairman of the National Assembly Office presents the report on receiving, explaining and revising the draft agenda of the First Extraordinary Session of the 16th National Assembly. The National Assembly discusses and votes to approve the session agenda.
From 8:30 to 9:30 a.m., the opening of the session is broadcast live on television and radio. The National Assembly holds a flag-raising ceremony, the military band plays the national anthem, and National Assembly deputies and participants sing the national anthem.
Next, the Secretary-General of the National Assembly and Chairman of the National Assembly Office announces the reasons for the session and introduces the deputies attending it. The Chairman of the National Assembly delivers the opening speech.
The Minister of Justice, authorized by the Prime Minister, presents proposals on two draft laws: the Law on Dissemination and Legal Education (amended); and the Law amending and supplementing a number of articles of the Law on State Compensation Liability.
The Chairman of the National Assembly's Committee on Legal Affairs and Justice presents verification reports on the two draft laws: the Law on Dissemination and Legal Education (amended); and the Law amending and supplementing a number of articles of the Law on State Compensation Liability.
The Minister of Finance, authorized by the Prime Minister, presents proposals on two draft laws: the Law amending and supplementing a number of articles of the Customs Law; and the Law amending and supplementing Article 6 and Appendix IV on the list of conditional investment and business sectors of the Investment Law.
The Chairman of the National Assembly's Committee on Legal Affairs and Justice presents the verification report on the draft Law amending and supplementing a number of articles of the Customs Law. The Chairman of the National Assembly's Committee on Economy and Finance presents the verification report on the draft Law amending and supplementing Article 6 and Appendix IV on the list of conditional investment and business sectors of the Investment Law.
From 9:30 to 10 a.m., the National Assembly hears presentations of proposals and reports on three items:
The Minister of Public Security, authorized by the Prime Minister, presents the proposal on the draft Resolution of the National Assembly on specific mechanisms and policies to handle legal violations related to the state economy and the private economy, and to the application of science, technology, innovation and digital transformation.
The Minister of Finance, authorized by the Prime Minister, presents the proposal on the draft Resolution of the National Assembly stipulating specific mechanisms and policies to remove difficulties and obstacles in implementing projects and works serving the APEC 2027 Summit at Phú Quốc Special Zone, An Giang Province.
The Minister of Industry and Trade, authorized by the Prime Minister, presents the proposal on the draft Petroleum Law (amended).
The Chairman of the National Assembly's Committee on Economy and Finance presents verification reports on the three drafts: the Resolution of the National Assembly on specific mechanisms and policies to handle legal violations related to the state economy and the private economy, and to the application of science, technology, innovation and digital transformation; the Resolution of the National Assembly stipulating specific mechanisms and policies to remove difficulties and obstacles in implementing projects and works serving the APEC 2027 Summit at Phú Quốc Special Zone, An Giang Province; and the Petroleum Law (amended).
From 10 a.m., the National Assembly meets separately on personnel matters under its authority.
In the afternoon session, the National Assembly discusses in groups: the draft Law amending and supplementing a number of articles of the Customs Law; the draft Law amending and supplementing Article 6 and Appendix IV on the list of conditional investment and business sectors of the Investment Law; and the draft Resolution of the National Assembly stipulating specific mechanisms and policies to remove difficulties and obstacles in implementing projects and works serving the APEC 2027 Summit at Phú Quốc Special Zone, An Giang Province.
