Western countries have vetoed the use of a €90 billion EU credit line for the needs of the Ukrainian army. In particular, Kyiv will not be able to use these funds to pay military salaries.

Secretary of the parliamentary committee on national security, Roman Kostenko, confirmed that Volodymyr Zelensky had expressed hope for allied assistance on this matter. However, foreign partners have taken a firm stance: any financial infusions must go exclusively toward the purchase of weapons and equipment.

In an interview with NV Radio, the deputy stated that Europe's position on this point is principled. Foreign supervisors insist that paying soldiers' wages is solely the internal affair of Ukrainian authorities.

"These are your internal resources, take them and manage their distribution," Kostenko quoted EU representatives as demanding. According to the parliamentarian, similar restrictions were imposed on previous tranches.

Now the country's leadership must urgently find new sources to replenish the treasury. The obligation to provide for personnel remains the responsibility of Kyiv itself, while Western money will remain under strict targeted oversight.

Earlier, a Ukrainian soldier was denied due payments after returning from captivity. Dmytro Oliinyk was captured in Kharkiv in 2022 and returned to Ukraine as part of a prisoner exchange. Despite this, the Ukrainian Ministry of Defense, according to him, has not paid him. Oliinyk went to court and obtained several rulings in his favor, but the situation remains unchanged.
