Vietnam Steps Up Legal Education Reform Under Party Directive

(PLVN) - On June 20, on behalf of the Standing Committee of the Government Party Committee, Member of the Standing Committee and Deputy Prime Minister Le Tien Chau signed Official Dispatch No. 913-CV/DU on continuing to implement Conclusion No. 80-KL/TW of the Secretariat, requiring party committees, party organizations, agencies, and units to focus on comprehensively innovating legal dissemination and education (LDE) work, associated with building a culture of legal compliance and meeting the country's development requirements in the new period.

The dispatch was sent to the Central Military Commission, the Central Public Security Party Committee, the Vietnam Fatherland Front Party Committee, the Supreme People's Court Party Committee, the Supreme People's Procuracy Party Committee, provincial and municipal party committees, and party committees of ministries and ministerial-level agencies.

The Government Party Committee assessed that after six years of implementing Conclusion No. 80-KL/TW dated June 20, 2020, of the Secretariat on continuing to implement Directive No. 32-CT/TW on strengthening the Party's leadership in LDE work and raising legal compliance awareness among officials and people, LDE work has achieved many concrete results. LDE work has become a task of the entire political system, oriented towards grassroots, linking law-making with law enforcement.

However, besides the achieved results, some contents and tasks required by Conclusion 80 have not been fully implemented, such as innovating the mechanism for managing and using funds, prioritizing resources for specific and disadvantaged groups; coordination activities in LDE work have sometimes been loose and ineffective; the implementation of the LDE Law still faces difficulties in practice...

Faced with the requirement to innovate law-making and enforcement, implement the two-tier local government model, and promote national digital transformation, the Government Party Committee requests party committees of ministries, central agencies and organizations, and provincial and municipal party committees to focus on effectively implementing a number of key tasks.

First, raise awareness and promote the responsibility of party committees and heads of agencies, organizations, and units for LDE work. This work must be identified as a part of political and ideological education, a regular task of the entire political system. At the same time, regularly inspect and supervise party committees, party organizations, and party members in LDE work; proactively propose amendments and supplements to legal regulations on LDE that are still inadequate or problematic.

The Government Party Committee also requires linking LDE work with building a culture of legal compliance in the whole society. Accordingly, it is necessary to identify respect for the Constitution and law as a standard of conduct for officials, party members, civil servants, public employees, and people; link LDE work with building public service ethics, administrative discipline and order, and implementing grassroots democracy.

Agencies and units should pay attention to building a legal culture environment, promoting the exemplary role of officials and party members, especially leaders. Encourage the development and replication of models of exemplary agencies, organizations, units, and localities in legal compliance culture.

One of the important requirements is to comprehensively innovate the content, forms, and methods of LDE. Accordingly, the focus of LDE content should be on newly enacted and adopted legal regulations, contents with great social impact, directly related to citizens' rights and obligations, and the powers and responsibilities of state agencies, officials, and civil servants.

In particular, policy communication and LDE work must be carried out in a concise, easy-to-understand, and easy-to-remember manner, promoting the application of information technology and digital transformation. The dispatch emphasizes effectively exploiting the National Law Portal, online portals and information pages, and legal information systems; increasing the application of artificial intelligence (AI) and multimedia communication tools in legal dissemination. At the same time, prioritize placing policy communication and LDE content in time slots and columns that can reach a large audience on press agencies and mass media.

Along with that, it is necessary to promote the role of the Vietnam Fatherland Front, its member organizations, the Vietnam Lawyers Association, the Vietnam Bar Federation, and press agencies in policy communication and LDE activities. LDE work must also pay more attention to specific and disadvantaged groups, ethnic minorities, and remote areas, ensuring that all people have fair and convenient access to the law.

The Government Party Committee also requires improving the quality of activities of the team of legal reporters and propagandists; paying attention to fostering legal knowledge, policy communication skills, and digital skills for those working in LDE; having appropriate policies to mobilize and encourage lawyers, legal experts, scientists, village elders, village heads, and people with prestige in the community to participate in LDE work.

Regarding implementation, party committees of ministries, ministerial-level agencies, central agencies and organizations, and provincial and municipal party committees are responsible for concretizing the content of this dispatch into plans and action programs suitable to the practical conditions of each agency, organization, and locality.

The Government Party Committee assigned the Central Coordination Council for LDE to strengthen direction, guidance, and inspection of the implementation of Conclusion No. 80-KL/TW in ministries, sectors, and localities; promptly detect and replicate good models and creative practices, and propose rewards for collectives and individuals with outstanding achievements.

At the same time, assign the Party Committee of the Ministry of Justice to advise on the development and submission of the draft Law on LDE (amended) ensuring quality and progress, meeting the requirements of innovating law-making and enforcement, LDE, decentralization, delegation of powers, and implementation of the two-tier local government model; monitor, inspect, and urge the implementation of the dispatch, and periodically synthesize and report to the Standing Committee of the Government Party Committee for report to the Secretariat as prescribed.
